Houston ISD families lead Texas in Education Freedom Accounts

The state's first demographic report puts Houston ISD at 3,327 funded students — and the metro at more than 19,800.

The Comptroller's first TEFA demographic report, with data as of July 29, 2026, counted 85,344 funded participants statewide. Houston ISD led every district with 3,327, ahead of Dallas ISD (2,645) and Northside ISD in San Antonio (2,271).

Fort Bend ISD (2,024), Cypress-Fairbanks ISD (1,596), Conroe ISD (1,297), Katy ISD (1,156), Klein ISD (989) and Lamar CISD (915) followed in the Houston area. Across the Houston-area districts the report lists, more than 19,800 students were funded — roughly a quarter of the state total.

About 80% of funded students statewide came from households at or below 200% of the federal poverty level. The numbers have grown since: by August 28 the Comptroller reported more than 109,000 funded participants.
